Workshop Report: Creating “Nige Chizu;Evacuation Maps” – Towards Zero Disaster Victims

On September 24, 2025, the Consortium for a Resilient Society (Disaster Risk Reduction Communication Working Group) hosted the workshop “Creating Nige-Chizu; Evacuation Maps: Towards Zero Disaster Victims” at Saitama University.

The session began with a keynote by Mr. Hiroyuki Tanada, Branch Manager of Sompo Japan Insurance, Saitama Central Branch, who introduced the concept of the “Evacuation Map” (Nige-Chizu) and shared initiatives to build disaster-resilient communities.

Participants then divided into seven groups. Each table was provided with a map centered on Saitama University (a designated evacuation site), colored pencils, pens, and string. After self-introductions and a short briefing on how to create a Nige-Chizu, each group collaborated to produce their own.

A Nige-Chizu is a hand-drawn map that visualizes walking times to the nearest evacuation site using color coding. Participants annotated their maps with observations and insights, completing a localized view of evacuation accessibility. At the end, all maps were displayed, and groups shared reflections. Feedback included: The importance of working with local resident who know the area well for realistic evacuation planning. Appreciation for learning the Evacuation Map method. Interest in applying the method in participants’ own communities.

The workshop brought together a diverse mix of members from the Consortium, Saitama University international students, local resident, high school students, government officials, and participants from outside the region—fostering an inclusive and multi-perspective exchange.
