How will support change with new legislation on supporting women: Questioning the roles of municipalities

 With the Act on Support for Vulnerable Women enacted last May, a national project that women have been waiting 66 years for will begin next April. The Women’s Protection Program will be detached from the Anti-Prostitution Act and reborn as a new program. The Basic Policy was compiled at the end of March, and local governments are currently in the process of formulating their Basic Plans (mandatory for prefectures; good faith effort for municipalities). 
 Tamie Kaino, who was involved in the enactment of this law and the formulation of the Basic Policy and has devoted many years of her life to the effort, will talk about the importance of this law and what is required of local governments. Join us, and together we will think about what we can do from the standpoint of citizens.

Tamie Kaino
Legal scholar and Professor Emerita, Ochanomizu University.
 Kaino specializes in gender law and research into violence against women. She has served as a member of the Science Council of Japan, President of the Japan Association for Gender and Law, Acting Secretary of the Women’s Studies Association of Japan, Chairperson of the Ministry of Health, Labour and Welfare’s Expert Council on the Basic Policy for Supporting Vulnerable Women, and a member of the Cabinet Office’s Working Group for Reviewing the Act on the Prevention of Spousal Violence. She is currently a member of the Family Law Subcommittee of the Legislative Council and Co-chair of the Network for Creating a Law Against Sexual Violence. Her publications include “From the Women’s Protection Program to a Women’s Support Law” (co-author), “Domestic Violence” (author), and “Women Overcoming Crisis” (editor).
